Resumen

Purpose. To analyze the role of the university in expanding media and information literacy (MIL) beyond the formal curriculum, proposing the university campus as an extended curriculum within the urban environment. Methodology. A qualitative, analytical approach is adopted, based on a comparative documentary analysis of international frameworks—particularly UNESCO—and a comparison between Finland and Spain, selected for their relevance to MIL public policies. Results and conclusions. The results reveal a fragmented implementation of MIL in Spain and weak integration with the urban environment. Based on the analysis of MIL Cities indicators, structural gaps are identified in governance, non-formal education, infrastructure, and pedagogical approach. Original contribution. A “university city” model is proposed as a distributed learning ecosystem, articulated through a roadmap that integrates the university, local government, and the third sector.
